1. Establish what the buyer is asking for

Open the official notice and obtain the complete pack through its authorised channel. Record the document version, closing date and time, submission method, contact for questions and any addenda. Check the source again before submission.

2. Find the obligations and exceptions

Read every page, including tables and forms. Record briefing attendance, eligibility, registrations, insurance, bonds, staffing, declarations, pricing schedules and signing instructions where they appear. Keep the exact clause and its location. Distinguish “must”, “if applicable” and “not required”.

A document parser may find some topics; a blank result does not prove there are no requirements. Scans and complex tables need extra attention.

3. Decide whether to commit the team

Compare the scope with actual company experience, delivery capacity and available evidence. Identify disqualifying gaps first. Record a bid, investigate or pass decision with an owner and next action. A high match score alone is not a reason to bid.

4. Build the response from verified facts

Use the buyer’s required structure. Cite relevant company evidence, confirm named people and availability, and cost the work. Keep assumptions separate from commitments. Review AI-assisted text for invented experience, pricing, obligations and promises.

5. Run a human submission review
